經濟增速預期目標得設定，主要考慮穩(wěn)就業(yè)保民生防風險得需要，并同近兩年平均經濟增速以及“十四五”規(guī)劃目標要求相銜接。這是高基數上得中高速增長，體現了主動作為，需要付出艱苦努力才能實現。
